Short answer

Stroud has an unusual housing mix: flats over shops, homes in converted buildings and old cottages on steep valley sides. Two town-centre conservation areas have Article 4 directions, so some changes to a front that faces a road need planning permission. Painswick, also on this page, has larger and older houses.

What homes do Stroud handymen work on?

Many homes in the centre sit above shops or in converted buildings. In Stroud Central ward, 76 of the 1,105 households lived in a commercial building, such as over a shop. That is 6.9 per cent, against 0.8 per cent for England.

Across the 6 town wards, 189 households lived in another converted building, such as a former school, church or warehouse. Another 154 lived in a converted or shared house.

In these buildings, ask who owns the outside walls and windows before you book a repair.

What does the Article 4 direction mean for small jobs?

Stroud District Council made an Article 4(2) direction for the Stroud Town Centre conservation area on 17 April 2008. Stroud Top of the Town and Bisley also have Article 4 directions.

The council says these controls apply only to walls that face a road or public open space. They do not apply to flats or shops.

For a house in these areas, ask the council before you replace a front door, a window or a boundary wall.

Are fences and walls round a listed house protected?

They can be. Stroud District Council says walls and fences linked to a listed building before 1948 are usually listed too. This is called curtilage listing.

The council adds that small repairs do not need consent. Extensive work, such as re-pointing a whole wall or replacing a whole window, may need it.

Away from listed houses, a new fence by a road can be up to 1 metre high without planning permission. Elsewhere the limit is 2 metres.

How is Painswick different?

Painswick homes are larger and older. In Painswick and Upton ward, 55.9 per cent of households lived in a detached house. Some 45.5 per cent owned their home outright.

In the Painswick, Bisley and Eastcombe area, 87.0 per cent of homes on the Council Tax list date from before 2000. HSE says such buildings may contain asbestos.

Painswick is inside the Cotswolds National Landscape. There, a satellite dish must not go on a wall, chimney or roof slope that faces and is visible from a road.

Questions

Can a handyman fit a new kitchen in a listed Stroud house?

Stroud District Council says new kitchens and bathrooms are unlikely to need listed building consent. That changes if the work alters the fabric of the building.

Can a handyman move my gas cooker?

No. Under the Gas Safety (Installation and Use) Regulations 1998, only a Gas Safe registered engineer may do this gas work.

Does the Article 4 direction cover my flat?

No. Stroud District Council says Article 4 directions do not apply to flats or commercial property. Flats need planning permission for many outside changes anyway.
