Painting, decorating, tiling and flooring
Short answer
Many handymen paint rooms, touch up woodwork, tile splashbacks and lay floors. In an old house, take care with old paint, which can contain lead. HSE says lead paint was widely used in homes until the 1960s. Old stone walls also need paints that let moisture out. This page lists Cotswold firms that do this work.

What a handyman can paint and fix
A handyman can usually paint a room, woodwork, doors and fences. Many also tile a splashback, re-grout a shower or lay a laminate or vinyl floor.
For a whole house, wallpaper or fine finishes, a specialist decorator may suit you better. Ask to see photos of similar jobs.
Lead in old paint
Old paint can contain lead. HSE says lead pigments were widely used in paint for homes until the 1960s. The lead can still be under newer coats of paint.
Lead dust and fumes harm health, and HSE treats a risk to children as a reason to act. HSE gives these steps for old leaded paint.
- Leave sound paint alone if newer paint covers it. Strip it only if it flakes, chips or makes dust.
- Do not burn it off with a blow lamp or gas torch.
- Keep a hot air gun below 500°C.
- Use wet abrasive paper and a scraper, or a chemical stripper, not dry sanding.
- Keep children and pets out of the room, and clean up with a damp cloth.
Paint for old stone houses
Old Cotswold stone walls need to breathe. Cotswold District Council says these walls take in a little moisture and let it out again. It says synthetic paints and cement can trap moisture and cause damp and mould.
Ask the handyman about breathable paints, such as limewash or mineral paints, for old walls. Do not paint over stone that has never been painted without advice.
Listed buildings and conservation areas
Painting the outside of a house does not usually need planning permission. The law lists it as permitted development. A council can remove this right in a conservation area with an Article 4 direction.
If the house is listed, a change of colour or finish can affect its character. Listed building consent covers the inside and the outside. Ask the council before you change a historic finish.
How decorating is priced
Most handymen price decorating by the day or by the room. One Carterton firm publishes a full room from £150 to £300, and touch-ups from £100 to £150. Ask if paint is included.
Questions
How do I know if my paint has lead in it?
You cannot tell by looking. Assume paint from before the 1960s may contain lead, as HSE advises. Test kits and labs can check. Do not dry sand or burn old paint.
Do I need permission to paint the outside of my house?
Not usually. Painting the outside is permitted development. An Article 4 direction in a conservation area can remove this. A listed building can need listed building consent.
Can a handyman tile a bathroom?
Many can tile and re-grout. If the job moves pipes or electrics near the bath or shower, the electrical part is notifiable. Ask who will do and certify it.
